Gasoline rationing was instituted to save tire rubber, not gasoline. Civilians had to do a tire inventory before obtaining their first gasoline rationing book, and “surplus” tires were confiscated. Drivers were encouraged to walk whenever possible and to car pool when it wasn’t possible to walk.

Washington, D.C. On morning of July 21st, the last day before stricter gas rationing went into effect, cars were parked in front of gas stations long before they opened, waiting to fill their tanks on the quota of their old ration cards. Cars were parked and left without their drivers who returned at eight o'clock when the station on upper Wisconsin Avenue near the District line opened.

Washington D.C. Congested parking downtown after both tire and gas rationing had been put into force.

San Augustine, TX. Farmer with the truck in which he carries farm people from twenty miles distance to town on Saturdays. He has been doing this since gas rationing began.

Blue Island, IL. Daniel Senise is greeted by his son Bobby and his friend as he comes home from work. The "A" gasoline ration is just about enough for him to get to and from work and do some shopping once a week.

Pittsburgh, PA. OPA (Office of Price Administration) lawyers hold nightly hearings for offenders in the pleasure driving regulations. Policemen, accompanied by OPA investigators, stop the drivers, question them. If there is any question about their reason for driving, they are asked to appear at a hearing that same night or any time in the next three days. Penalties range from depriving drivers of gas ration books to warnings. The man being sworn in was asked to appear at hearing between eight p.m. and one a.m. within the next three days.
